For $500 you can get a really nice camera and a camera bag to carry it too!
I recommend, first of all, that you stick with a camera that is made by companies who have always made cameras, they know what they are doing. Kodak or Cannon for example. Think about the qualities you want. Do you want small? Or would you rather have something bigger that will give you a better quality photo?
One thing that I really like in a camera is a rechargeable battery. Then buy an extra one so you can have one charging while the other is in the camera. You'll save a bunch in the long run if you recharge the batteries. (You can also just buy rechargeable batteries with a charger.)
When you buy the camera, you'll most likely want to get a larger memory card at the same time. Ask the sales person about that. They're a bit expensive but if you are interested in videos, you'll want the extra memory.
Buy from a store that has a great reputation too. If you watch the Sunday ads and are not in a rush you'll find a great camera and a great price soon enough.

nikon cameras are the best way to go. you can get a nice point-and-shoot camera from $150+ or a DSLR from $500+ (the nikon D40 is the cheapest DSLR) it all depends on what kind of camera you are looking for. the DSLR cameras do not do video, but produce much higher quality photos even with fewer megapixels because of the lenses you can use with them. a point-and-shoot camera like the nikon coolpix takes good pictures if you are not looking for completion quality (is she going to use it for photo contests or state fair shots...etc. for that you want a DSLR) the coolpix also would be able to take short videos.
in any case nikon makes the best glass for all of their camera lenses. so you will get the clearest pictures with nikon cameras.
